Our Team

RG Group’s partners have extensive government and political experience, and enjoy long-standing relationships with elected officials, government leaders and agency managers. Equally important – and what sets them apart – is the value added from their considerable private and not-for-profit sector experience.

 

The RG Group team solves problems, drives decisions, gets answers, advances projects, advocates and negotiates, and moves their clients' issues to the "top of the pile."

 

Fran Reiter, following a 15-year career as a marketing executive in the television industry, served as NYC Deputy Mayor for Planning and Community Relations and, subsequently, for Economic Development and Planning during Mayor Rudolph Giuliani’s first term.  Her many accomplishments include authoring and overseeing the implementation of the Lower Manhattan Revitalization Plan, negotiating passage by the City Council of the citywide Adult Use Rezoning, and negotiating the community agreement that led to the first Williamsburg rezoning.

 

She left government service to run Mayor Giuliani’s successful 1997 re-election campaign then returned to the private sector, serving as President and CEO of the NYC Convention and Visitors Bureau (now NYC & Company) and Executive Director of the Joseph Papp Public Theater/NY Shakespeare Festival. In 2002, Ms. Reiter founded Reiter Consulting, which then merged with MSB Strategies to form Reiter/Begun Associates, LLC.   She served as the firm’s managing partner and provided government relations, strategic advisement and non-profit management consulting services to an array of businesses and non-profit organizations.

 

In 2011, Reiter/Begun merged with J. Adams Consulting to form The Reiter Giuliani Group, LLC.

 

In November 2012, Ms. Reiter returned to public service to serve in the administration of Governor Andrew M. Cuomo as Executive Deputy Director of State Operations, overseeing all state agency operations and the realization of the Governor’s major enterprise-wide initiatives including the new Office of Information Technology Services and the Business Service Center.  In September 2014, Ms. Reiter returned to RG Group. 

 

Catherine Giuliani has extensive public sector experience, having held a number of high level positions during her eight year tenure in New York City government.

 

Beginning in 1994, she served first as Deputy Commissioner of the Mayor’s Community Assistance Unit, supervising five borough units which acted as liaisons to the City’s 59 Community Boards, and was responsible for implementing citywide mayoral initiatives. Subsequently, she served as Deputy Chief of Staff to the Deputy Mayor for Economic Development for two years and, ultimately, served as Chief of Staff to the President of the New York City Economic Development Corporation (NYCEDC), where she oversaw the operations of a 250-person agency and was instrumental in the successful implementation of economic development initiatives.

 

In addition to her noted expertise in community relations, Ms. Giuliani’s diverse government career afforded her the opportunity to interface, at all levels, with virtually every NYC agency and much of New York State’s bureaucracy, giving her a unique understanding of the vast and often complex workings of city and state government.

 

In 2004, Ms. Giuliani founded J. Adams Consulting, LLC, a government relations and lobbying firm engaged in representing the interests of a diverse, high profile clientele before New York City and State agencies and elected officials.  In 2011, she merged her firm with Reiter/Begun Associates, LLC to form The Reiter Giuliani Group, LLC.

 

Ms. Giuliani is a former teacher and YMCA director and a graduate of Hunter College of the City University of New York. She is a native New Yorker and resides in Flushing, Queens.

Alan Rosenberg has over 20 years of experience in New York's public sector, having served in the adminsitrations of Mayor Rudolph Giuliani and Michael Bloomberg, and as an IT consultant servicing New York government agencies.

 

Mr. Rosenberg began his career in 1994 as an aide to the Deputy Mayor for Economic Development. Subsequently, he was appointed Director of Procurement for the Mayor's Office, gaining expertise in the City's procurement process, agency operations, budgeting, and policy.

 

In 1997, Mr. Rosenberg was appointed Deputy Director of Management Information Systems (MIS) for the Mayor's Office, where he was instrumental in transforming City Hall's technology.

 

In 2000, he joined the City's Office of E-government that was responsible for developing the City's e-government and nyc.gov strategies. Mr. Rosenberg was charged with developing an e-procurement policy and implementing pilot programs. In 2002, he served as a Director of Enterprise Planning in the Office of the CIO at the Department of Information Technology and Telecommunications (DoITT), where he led inter-agency initiatives and new citywide IT procurements for services and software. 

 

In 2004, Mr. Rosenberg was selected as the first CIO for the City's Department of Small Business Services (SBS) where he was responsible for developing the agency's IT strategic direction.

 

Following his government service, he was a senior technology consultant at VIP Consulting where he worked on several large City IT projects and helped drive new business to the NYC practice. Mr. Rosenberg holds a M.S. degree in Management of Technology from Polytechnic Institute at New York University, a B.A. in Political Science from The Ohio State University and is a certified Project Management Professional (PMP). Mr. Rosenberg is a native New Yorker and was raised in Kew Gardens, Queens.
